Cox as Interim Chief of Immigrant Investor Programs to Oversee the
establishment of the DC Program Office in the coming months. Mr. Cox had
been working on the Entrepreneurs in
Residence (EIR) Initiative with USCIS most recently. A

Robert H. Cox
is an Associate Counsel in the Adjudications Law Division for the USCIS Office
of the Chief Counsel in Washington, DC. Prior to joining USCIS in August
2010, Robert worked in private practice specializing in employment based
immigration law. Robert received his Juris Doctorate Cum Laude from Wayne
State University Law School in Detroit, Michigan and his Bachelor’s degree with
Honors from Michigan State University.
On a more macro-level, the
focus of the National Engagement with the Director was the comprehensive
policy manual that just had its first volume published by USCIS
– which will supplant the Adjudicators Field Manual once the manual has been
fully implemented. The manual was described by the Director as the first
of many iterations of the manual, and the result of a comprehensive, multi-year
review of all agency policies.
